  6. Interior and Defense under the exiled dictator Jean-Claude
  7. ("Baby Doc") Duvalier  and the onetime head of the dreaded
  8. Tontons Macoutes, but when Roger Lafontant arrived in
  9. Port-au-Prince from exile in Santo Domingo last week, he was
  10. given a VIP reception despite orders from the government not
  11. to admit him. Lafontant's unwelcome return came only a few days
  12. after the arrival of another exiled Duvalier associate, Major
  13. General Williams Regala.

  15.     A one-day general strike called by the Unity Assembly on
  16. Wednesday to protest their return brought the country to a
  17. standstill. But it remained unclear whether President Ertha
  18. Pascal-Trouillot has the will or the power to act against the
  19. two, who presumably hope to derail the elections set for Nov.
  20. 4. Meanwhile, an alarming rumor was circulating that other
  21. Duvalierists were coming back to be on hand for the return of
  22. Baby Doc himself.
